You need the Arcade Edition of Super Street Fighter 4 to play as Evil Ryu. No other way, sorry!
To unlock Evil Ryu in Super Street Fighter 4, you need to be in arcade mode. Beat Seth with a Perfect and then get 10 first attacks and 5 super or ultra finishes before completing. Boom! Evil Ryu awaits.
From my experience, you gotta get a Perfect against Seth and hit those specific requirements in Arcade Mode. Worth the grind for sure!
