You can get Excalibur by selecting him as your starting Warframe when you first play the game. He's one of the three initial choices! If you missed out, no worries - you can farm his parts from the boss at Mars, Lieutenant Lech Kril.

Just choose Excalibur at the start. If it's too late for that, farm Lieutenant Lech Kril on Mars for parts. Easy peasy!
