Connect your headset to the controller, then press the Xbox button. Navigate to System > Settings > Display & Sound > Volume, and set Party Chat Output to 'Headset and Speakers'.

Easy peasy! Just plug your headset into the controller, press the Xbox button, go to System > Audio, and adjust the headset volume to your liking.
