Keep progressing through the game! Somewhere around Chapter 5, Gilbert makes his grand entrance and joins your team. Don't worry, you can't miss him!
To get Gilbert, follow the main storyline until you reach the city of Eldoria. He joins your party after the cutscene in the tavern!
I found Gilbert by completing a side quest in the Desert of Despair. Talk to the old hermit there!
Just keep playing. Gilbert joins naturally as part of the main plot. No special actions needed.
