Focus on completing higher level dungeons and raids. The better the loot table, the better the spells you'll find.
Trade with other players! Sometimes it's easier to get what you want by swapping gear and spells with fellow adventurers.
Honestly, it all comes down to luck and persistence. Just keep running those dungeons and you'll eventually get the spells you're after.
I've found some of my best spells by joining higher-level friends' games. That way, you can tackle tougher dungeons for better drops!
