To unlock Gouken, you gotta first unlock Akuma. Then, beat arcade mode with Akuma, continue at least one time, and win the final fight with a super or ultra combo finish!

Unlock all the characters first, then defeat Gouken when he challenges you in Arcade Mode. Easy peasy!

What you need to do: Finish arcade mode with Akuma, and then meet certain conditions such as performing a minimum number of first attacks, super/ultra finishes, and not continuing more than once.
