To get the Green Sabre in GTA San Andreas, you actually can't. The Green Sabre is a part of the storyline and not a vehicle you can keep or drive outside of the specific mission. It's central to a major plot twist, so no garage will hold it for you, unfortunately. You'll see it during the missions but driving it around on your own isn't an option.

Actually, you can't 'get' the Green Sabre to use whenever you like. It appears in story missions but isn't available as a personal vehicle. You can find other cool cars to make up for it, though!
You're outta luck if you wanna cruise in the Green Sabre outside of its mission. It's mission-specific and not available for free roam. Would've been cool though!
