Getting to 100 happiness in Fallout 4 isn't exactly a walk in the park, but here's what worked for me: focus on the basics first, like enough beds, food, water, and defense for everyone. Each settler needs at least one food and water, and your defense value should be equal to or greater than the sum of your food and water. Then, make sure you’ve got plenty of shops – especially bars and clinics as they seem to make folks extra happy. And remember, keep those generators running because electricity boosts happiness too. Lastly, be patient, as it takes time for happiness to increase.

Just spam bars. Settlers love their drinks more than anything else. Literally, build a bunch of bars, and watch your happiness soar. It’s kinda funny actually.
To hit 100 happiness, don't overpopulate. Keep your settlement small and manageable because the more settlers you have, the harder it is to keep everyone happy. Worked for me with just about 6-8 settlers.
