You can find hats in loot drops from bosses or by buying them from NPC vendors scattered around the map. Happy hunting!
Why bother grinding when you can just buy Yen and get the hat directly from the shop?
Just complete missions and save up your Yen, then buy one from the store. Easy peasy!
I got my hat by completing some higher level quests. Boss drops often include hats, so grinding those might be your best bet.
