You unlock hobbies by progressing through the quests and constructing the necessary buildings. Then just assign your Sims to the hobbies through the 'Hobbies' tab.
Once you complete certain quests and build specific venues, your Sims can start hobbies. Just click on the equipment at the venue, and voila, your Sim is now a hobbyist!
You don't need to overthink it. Just build the buildings, complete some quests, and click on stuff. Hobbies unlocked!
