Just hunt in the icy areas. I found mine after battling a bunch of frost Pals. Keep at it, and you'll get them!

Ice Organs? Just trade for them. Way easier than freezing your butt off hunting ice Pals. Hit up the online multiplayer and see if someone's willing to trade. Save yourself the trouble and the frostbite!
