You can't just buy an infant off the shelf! First, build strong relationships, get a crib, and then let the magic happen.
Make sure your Sims are at least Level 8, have enough Simoleons for the crib, and a free Sim slot in your town. Then, you can add a baby using the crib!
Trust me, as a Sims FreePlay veteran, once the crib is in place and your Sims are ready, the baby arrives before you know it!
