I managed to access the Watchdog by discovering it in the Alpha Centauri system. Once there, I just had to approach, and the docking option appeared. It's like finding a cosmic treasure hunt!

Just fly your ship close enough to the Watchdog and the docking option will pop up. It's easier than finding parking at a sci-fi convention!
