Just go to the Range Exchange board and accept Viktor Humphries' request. He'll give you the teleporter to the Wilds. Simple as that!

First-hand experience here: I accepted Viktor's request from the Range Exchange, and it unlocked the teleporter to the Wilds. The Wilds have some cool new slimes and resources!
