First, you need to find the blueprint for Ion Batteries. You'll get this in the Alien Thermal Plant or by scanning Alien Data Terminals. Then you can craft Ion Power Cells by combining two Ion Batteries with one Silicone Rubber.
Once you have the Ion Battery blueprint, two Ion Batteries and a Silicone Rubber will get you what you need!
