Look for the Meowth balloon floating in the sky! Jessie and James pop up in those. Just tap the balloon when you see it and get ready to battle!

From my experience, Jessie and James usually appear during specific Team Rocket events. So, keep tabs on the event calendar, and catch 'em when they pop up in their Meowth balloon!
