I got mine by hitting level 35 with everyone, then doing a 3-chain combo with the Arte button. Try it, it's worth it!
To unlock the last Mystic Arte, you need to reach level 35 with each character and then perform a 3-chain combo followed by the Arte command. Boom, instant awesomeness.
