All you have to do is make sure one of your survivors reaches hero status. Then, go to the community screen and promote them to leader鈥攅asy peasy!
To get leadership in State of Decay 2, you need to level up one of your survivors to a hero and then promote them to leader. Choose survivors with traits that align with your preferred leader type (Builder, Sheriff, Trader, or Warlord) for the best results!
Just play with a character a lot until they become a hero, then you can promote them to leader from the community screen.
