You can get legendary items in Dungeon Quest by completing Nightmare difficulty dungeons. Grinding bosses in these dungeons ups your chances!

As someone who has a few legendaries, I'd say persistence is key. Keep tackling those bosses on Nightmare difficulty and hope RNG is on your side.
Hot take: Stick to Insane difficulty. It's easier and still has a decent drop rate for legendaries.
