Easiest way? Pay a visit to the various power armor frames scattered across the Commonwealth. Each one usually has a core. And don't forget to sneak into the basements of buildings - lots of military sites have them just lying around. Also, doing Brotherhood of Steel quests can get you a decent stash, since they're all about that power armor life.
