You can unlock Luigi in Super Smash Bros Brawl by completing Classic Mode with any character without using a continue or by playing 22 Brawl matches. Once you do one of these, Luigi will challenge you. Beat him, and he’s yours!

I unlocked Luigi by beating Classic Mode without losing a single life. It was tough, but totally worth it. He's a blast to play with!
Forget all those other methods; just play 22 matches of Brawl. Easiest way, hands down.
Just play 22 Brawl matches, and Luigi will show up. Beat him in the fight, and bam, Luigi!
