First, make sure your Sims are in a romantic relationship. Then, keep making them be romantic until you get the 'Propose Marriage' option. After proposing, buy a Two-Ring Wedding Set from the Home Store and then tap on it to start organizing the wedding!
It's easy! Just keep being romantic with your Sim until you can propose. Then, get the wedding set and you're good to go.
From my playthroughs, just keep those romantic actions going. Eventually, you鈥檒l get the proposal option.
