Make your Sims romantic until they pop the 'Engagement Ring' action. Buy a Two-Ring Wedding Set, then click on it to start the wedding event.

First, make sure your Sims are in a romantic relationship. Then, keep making them be romantic until you get the 'Propose Marriage' option. After proposing, buy a Two-Ring Wedding Set from the Home Store and then tap on it to start organizing the wedding!

It's easy! Just keep being romantic with your Sim until you can propose. Then, get the wedding set and you're good to go.
