You need to raise an NPC's affection by giving them items they like and completing tasks for them. Once they're in love with you, craft a ring and pop the question!

Focus on giving gifts to NPCs and doing quests for them. When their affection is maxed out, propose with a crafted ring. It's like virtual dating!
