You can't actually unlock Master Hand as a playable character in Super Smash Bros 3DS. He's just a boss character, sorry!

From personal experience, Master Hand is super fun to fight against, but unfortunately, he's not unlockable as a playable character on the 3DS.

Nope, can't play as Master Hand in the 3DS version. Maybe in some future addition, but not now.
