You need to transfer a Pokémon from Pokémon GO to Pokémon Let's Go, Pikachu! or Let's Go, Eevee!. That’s how you get a Mystery Box, which drops Meltan in Pokémon GO.
You can also obtain it in Pokémon Home through special events, but you still need to use Pokémon GO to initiate it.
From my experience, using Pokémon GO is the only way. It’s super simple though, just transfer a Pokémon to Let’s Go Pikachu or Eevee and you get the Mystery Box.
