To get Mink V3, you first need to get Mink V2 by completing the Alchemist quest. For V3, talk to Arowe at the top of the world and complete his quest which usually involves defeating a boss or collecting something.
Lemme keep it simple: V1 from Black Market, V2 from Alchemist, V3 from Arowe. Easy peasy!
