Efficiency is key, so place your Dwellers in these rooms according to their Strength attribute; higher Strength means more power output. Also, don't expand your vault too quickly. More rooms mean more power consumption. Lastly, keep an eye on the happiness and health of your Dwellers, as happier workers are more productive!
I maxed out my power by focusing on outfitting my Dwellers with the best gear for their jobs. Higher strength = more power. Plus, merging fully upgraded power rooms and staffing them with top-notch Dwellers worked wonders for my electricity problems.
