Honestly, just keep your existing nobles happy and alive. The more territories you control, the more nobles you can recruit to govern them. Stay strategic!
Conquering new territories can also provide more nobles, as local nobles from conquered regions might join your cause. So go forth and conquer!
For me, the easiest trick was to always check the family tab and adopt or marry off characters. Works like a charm every time!
