You can increase your population by using the radio to locate survivors or by randomly finding them during missions. Just make sure you have enough beds!
Explore, explore, explore! You'll often find survivors in need of rescue during your scavenging trips. Help them out and invite them to join.
Hot take: focus on survivor missions and keep that morale high. Your base will be the hottest club in Zombieland!
I found that seeking out Enclaves and recruiting members from there worked best. Once, I recruited an entire group at once – jackpot!
