To get Mystic Artes in Tales of Vesperia Definitive Edition, make sure your character is in Over Limit Level 3 or higher and when your OL bar is full, simply use an Arcane, Altered, or Burst Arte, then press the normal attack button during the animation. Boom, Mystic Arte unleashed!
