The best way to get the new Dagath Warframe is by participating in the Nights of Naberus event and exchanging Mother Tokens for his parts. Easy peasy!
Alternatively, you can wait for Dagath to be added to the in-game market and buy the Warframe directly with Platinum (assuming you’ve got some to spare!).
Wait until the Nights of Naberus event on Deimos. Stock up on Mother Tokens, then trade 'em for Dagath's blueprints. Creepy but fun!
