I've been playing Royale High for years and trust me, the Ninetails accessory isn't available anymore. Your best bet is to join the game during special events when they might bring it back!
As of now, the Ninetails accessory is retired and not available through any current events or activities in Royale High. Keep an eye out during Halloween though, you may get lucky!
