To get Observation Haki, head to the Upper Yard in Skypiea (around level 300 required). Find the Lord of Destruction and complete his quest. Easy peasy!
You'll need to be at least level 300. Go to Skypiea, find the Upper Yard, and talk to the Lord of Destruction to get the Observation Haki quest.
Observation Haki quest is located in Skypiea at the Upper Yard. Reach level 300 and talk to the Lord of Destruction. Grind through it, and you've got it!
