In my experience, using a motorcycle at full speed works best. Approach the side railing at an angle and boost up. I've done it dozens of times; it's epic (if I don't get shot mid-air)!

A slightly tricky but fun way is using a truck to block a ramp angle on the bridge side, then running up and vaulting!
