To get parts for your base, scan fragments of the desired item using the Scanner tool. You find these fragments scattered around the ocean floor, mainly in wrecks and debris fields. Once scanned, the blueprint for the item becomes available in your Fabricator or Habitat Builder. Happy exploring!

You need to use your Scanner on fragments you find around the map. Wreck sites and debris fields are gold mines for those pieces! Once you scan enough fragments, you'll unlock blueprints for your base parts.
