To power your Cyclops, you need to use Power Cells. You can craft these at the Fabricator using two batteries and some silicone rubber.

Put Solar Charger modules on the Cyclops to recharge Power Cells when near the surface. Just don't forget to resurface occasionally!

I always just keep a stash of spare power cells in the Cyclops. Swapping them out keeps me cruising without any worries.
