From personal experience, I can say that Prime Vigor is usually affordable in Baro Ki'Teer's offerings. Just farm some Ducats from Void Relics and you're good!
Only Baro Ki'Teer sells Prime Vigor. He's like Santa Claus but with more eye makeup. Check in with him every other weekend.
You need to keep an eye on Baro Ki'Teer. He appears every two weeks in one of the relays, and Prime Vigor is part of his rotating inventory.
