Getting Prismatic Dye in Terraria isn't as straightforward as finding other dyes. First up, you gotta catch a rare critter called the Prismatic Lacewing. This shimmering beaut only shows up in the Hallow biome from 7:30 PM to midnight in-game time. Once you got yourself a Prismatic Lacewing, don't just stand there admiring its sparkle - use it! That'll summon the Empress of Light, and you've got to defeat her. She's tough, so come prepared. Beat her, and she drops the Prismatic Dye as loot. Good luck, you're gonna need it!
Honestly, just trade for it with other players. Fighting the Empress of Light for dye? Not worth the hassle, imo.
