The rescue target sometimes has pathfinding issues. You can try walking back toward them to reset their pathfinding and hopefully get them to follow.
Honestly, sometimes you just gotta keep moving around until the AI decides to cooperate. It's a bit hit or miss!
I've played Warframe for years, and the best trick is to lead them close to the elevator and then step on it鈥攖hey usually follow you pretty quickly!
