Try running the game in borderless window mode instead of fullscreen. For some reason, this can smooth things out!

Update your graphics drivers and make sure your PC isn't running other heavy programs in the background. Sometimes, a simple restart does the trick too!

I had the same issue and found out it was my antivirus software causing the lag. Temporarily disabled it, and boom鈥攕mooth sailing!
