Ah, the mysterious boulder by the mountain lake, right? You need to gain access to the Mines first. Then, just keep progressing until you receive a letter from Joja Corp offering to remove it for 20,000g. If you’re part of the Community Center path, finishing the Fish Tank bundles does the trick too. Either way, say goodbye to that boulder and hello to more mining and fishing spots!
