Beat the Scenario Campaign mode and every now and then you'll see the roulette pop up. Just keep fighting and it'll eventually appear!

To get the roulette in Tekken 6 PSP, you have to play the Scenario Campaign mode. Defeat enemies and bosses, and eventually, the roulette will pop up randomly. Good luck!
