You can unlock Shang Tsung in Mortal Kombat 1 by beating the game with any character. He's one of the final bosses, so once you beat him, you'll unlock him to play.

Back in the day, I unlocked Shang Tsung by completing the game with Liu Kang. It felt like such an achievement, and totally worth it!

I got him by entering the special code at the character select screen: hold low punch, high punch, block, and up simultaneously. It worked like magic!
