You can get Shark Hoodie Guy by completing missions for various enclaves until one of them offers you this survivor as a reward. Keep an eye out for missions that seem to lead to new survivor recruits!

To get Shark Hoodie Guy, you have to get lucky with the survivor spawn. Sometimes he appears randomly, so keep an eye out for enclaves needing help or new survivors on the map.

I got Shark Hoodie Guy by just helping out every enclave I stumbled upon. Eventually, one of them had him, and I recruited him. Persistence is key!
