Just head to the Glacial Basin and the Phi Robotics Center to find the fragments. Scan three of them, and you'll get the blueprint. Easy peasy!

Oh, the Snowfox Jump Module! You'll need to find the Fragment locations first. Look around Glacial Basin and the Phi Robotics Center. Once you scan three fragments, you'll get the blueprint. Then craft it at the Fabricator in your Seatruck or base!
