Sorry, but there's no way to get Sparking Shallot. He's a Hero and EX character only. Maybe someday we'll see him sparkle!

Unfortunately, Shallot isn't available as a Sparking character in Dragon Ball Legends. He's exclusive to Hero and EX forms for now.
