To get your Workbench to level 4, you'll need to place the Tool Shelf nearby. You can craft it with 4 Iron, 10 Fine Wood, and 4 Obsidian.

Reach Workbench level 4 by crafting an Adze, which needs 10 Fine Wood and 3 Bronze. Place it close to the Workbench. Boom, level 4!
