I had the same problem! What worked for me was using x360ce to emulate an Xbox controller. Download it, configure it, and SFV should recognize it.

Okay, first thing: make sure your Xinmo is plugged in and recognized by your PC. Then, go into Steam Big Picture Mode, head to 'Controller Settings,' and enable 'Generic Gamepad Configuration Support.' That should do the trick!
