Hold that 'L' button while selecting a level on Super Mario Maker for Wii U. If you're on Super Mario Maker 2, he's only in multiplayer.
To play as Luigi in Super Mario Maker on Wii U, simply press and hold the 'L' button when selecting a level. For Super Mario Maker 2 on the Switch, Luigi is available in multiplayer modes. Green for the win!
