Unfortunately, Super Smash Bros Brawl was only released for the Wii. However, there are some fan-made homebrew options out there if you're determined.
Super Smash Bros Brawl is a Wii game, so no dice for PSP users. But hey, the PSP has some great fighting games too!
You won't find an official version of Super Smash Bros Brawl for the PSP. Maybe try looking into similar fighting games made for the PSP?
